Gen. David Berger, the 38th commandant of the Marine Corps, issued his Commandant's Planning Guidance in 2019, launching the service's force planning initiative to prepare for modern era conflict. The guidance identified wargaming as critical to the Marine Corps' strategic direction and issued orders to improve games in both quality and quantity.
The Marine Corps executed twenty major wargames and several smaller games in the first two years to support what became Force Design 2030. This comprehensive wargaming effort drew deep lessons from the inter-war years of the 20th century, when similar exercises were used to develop opposed amphibious assault capabilities.
