Acting Immigration and Customs Enforcement Director Todd Lyons submitted his resignation on Thursday. Homeland Security Secretary Markwayne Mullin confirmed the departure, which follows months of intense congressional and legal scrutiny of the agency's operations.

Lyons has been a vocal defender of ICE's conduct as it implements President Trump's immigration enforcement agenda. The agency faces particular criticism over its role in the fatal shootings of two U.S. citizens in Minneapolis earlier this year.
